WITH reference to my despatch No. 149 of the 30th June, 1907, I have the honour to transmit herewith copies of a joint Resolution passed by Congress and approved by the President reducing the indemnity to be paid by China from 24,440,778 dol. 81 c. to 13,055,492.69°c.* The Resolution has been before Congress throughout the Session, and its passage has been made the occasion of much self-congratulatory rhetoric.
